[3/6] rtla: Add kernel configs to enable tracers

rtla is entirely based upon usage of the following kernel tracers:
- timerlat
- osnoise
- hwnoise
which by default are not enabled in linux-yocto.
Add the .cfg file which enables them, and add that file to the sources,
so that rtla can work as intended.
